The most comfortable bars I ever test fit on my Savage were an old 16" rise K&N apehanger. That size bar is illegal in most states, but due to your size, getting an exemption should be fairly easy.
Moving the footpegs forward isn't too difficult; extending the rear brake cable and shift linkage can be. HD shift linkage is long enough, but the threads won't match up.
The easiest way to get the length you likely need is to have a pipeline or airframe certified welder stretch the frame. Cut the frame backbone ahead of the tank mount, cut the downtube above the bottom wishbone. Move the steering head forward the amount you need, and bend up a filler tube to lengthen the downtube. Make sure the shop backs all the seams with a soild bar plug, which must be "plug" welded in place (holes through frame tube, weld up holes to attach tubing to solid bar). Frame surgery is expensive, permanent, and the best way to custom fit your ride to yourself.
